Urban Planning Manager

City of Lake Alfred, FL

$71,546 annually

  • Bachelor's degree in Urban Planning or a related field from an accredited college or university; Master's Degree is preferred.
  • Five (5) years of progressively responsible experience in the Planning or Building Project Management Field is required.

GENERAL DESCRIPTION: This is a specialized, responsible professional and technical work in the field of urban planning and development. Work involves complex and specialized planning assignments with minimum direct supervision. This position has supervisory responsibilities over department personnel. Works in a team setting in policy development, development review, and specialized studies related to the City's physical, social, fiscal, and economic development. Responsibilities include but are not limited to Comprehensive Plan and Land Development Code formulation and implementation; development review; infrastructure, historic preservation, neighborhood, and sector planning; and intergovernmental coordination. Working collaboratively and effectively with the public, coworkers, and other governmental agencies is a critical requirement of this position. The Department Director reviews work results for technical adequacy and professional standards.

ESSENTIAL JOB FUNCTIONS:

  • Supervises planning efforts and staff relating to development review, sets goals and objectives for relevant and effective implementation efforts, and suggests process improvement strategies where appropriate.
  • Plans, delegates, schedules, reviews, and edits all work by subordinates in a manner conducive to meeting the production responsibilities of the Planning and Housing Division; will be assigned as team leader for Division projects.
  • Assists the Planning and Housing Manager in goal setting, budget preparation, and staff coordination.
  • Acts as project manager and technical advisor for consultant-led projects and studies.
  • Participates in the review of proposed developments, zoning changes, and variance requests.
  • Conducts or supervises design reviews; reviews or suggests changes to the Comprehensive Plan; prepares new ordinances and changes to the City’s development standards to assist in implementing the Plan.
  • Evaluate the effectiveness of external and internal customer service and produce plans for improvement where needed.
  • Presents reports and acts as technical advisor to the Planning and Zoning Board, Zoning Board of Adjustment and Appeals, and/or the Historic Preservation Board. Presents to the City Commission, neighborhood, and community or civic groups.
  • Confers with city officials, other governmental agencies, and private interests to identify solutions to planning issues and bring about resolutions that benefit the City, maintain community character, and promote economic development.
  • Cultivates and maintains effective relationships with other field professionals, such as architects, landscape architects, developers, surveyors, engineers, biologists, transportation planners, and land use attorneys.
  • Tracks proposed growth management legislation that impacts City policies and practices.
  • Reviews and obtains proper interpretation, where necessary, of laws, rules, and/or judicial decisions affecting planning and land use regulations.
  • Plans, develops, supervises, and/or conducts special projects or studies.
  • Develop recommendations on zoning, land use, variances, or other use requests.
  • Participates in public planning meetings.
  • Prepares and delivers speeches to business, professional, civic, and/or neighborhood groups and associations.
  • May be required to work evenings, weekends, or alternate hours as necessary for the efficient operation of the department.
  • Regular in-office attendance.
  • Position may be designated as mission critical by Department Director.

QUALIFICATIONS (EDUCATION, TRAINING, & EXPERIENCE)

  • Bachelor's degree in Urban Planning or a related field from an accredited college or university; Master's Degree is preferred.
  • Five (5) years of progressively responsible experience in recognized planning agencies or firms with duties relevant to the knowledge, skills, and abilities noted above.
  • One (1) year of supervisory experience
  • Certification through the American Institute of Certified Planners (AICP).
  • OR
  • Bachelor’s degree from an accredited college or university; Master's degree preferred.
  • Seven (7) years of progressively responsible experience in planning, design, and/or project management roles.
  • Two (2) years of supervisory experience required.
  • Certification through the American Institute of Certified Planners (AICP).
  • An equivalent combination of education, training, and experience which provide the necessary knowledge, skills, abilities, and other competencies necessary for success in the target position may be considered.

SPECIAL REQUIREMENTS:

  • Must possess a valid Florida driver’s license.
  • Must maintain a valid telephone number.

KNOWLEDGE, SKILL, ABILITIES, AND WORKING ENVIRONMENT/PHYSICAL REQUIREMENTS:

  • Thorough knowledge of the principles and practices of urban planning, zoning, land development regulation, physical design review, and historic preservation.
  • Thorough knowledge of methods of research, collection, and analysis of planning data and the preparation of reports; familiarity with Geographic Information Systems and relevant mapping tools, as well as current spreadsheet, database, and document management software.
  • Thorough knowledge of economics, municipal finance, sociology, and public administration as applied to urban planning.
  • Thorough knowledge of current literature and recent developments in the field of public planning, including planning law.
  • Knowledge of the principles and practices of civil engineering and physical design as applied to urban planning.
  • Ability to read and interpret proposed site plans.
  • Ability to communicate effectively by presenting ideas and findings clearly and concisely.
  • Ability to establish and maintain effective and respectful working relationships with subordinates, peers, supervisors, other city departments and officials, other government agencies, and the general public.
  • Ability to effectively handle conflict; consistently maintain a professional and respectful manner when dealing with irate customers and those with opposing viewpoints; and facilitate conflict resolution. Ability to compromise while upholding professional, ethical, and City standards and policies.
  • Willingness to suggest policies and/or projects that achieve City vision, mission, and goals; identify and manage process and/or customer service improvements; manage projects within budget and on time; and handle personnel matters effectively and timely.

WORKING ENVIRONMENTAL/PHYSICAL REQUIREMENTS:

  • Requires sedentary work that involves walking or standing some of the time, exerting up to 10 pounds of force regularly or routine keyboard operations.
  • The job risks exposure to no significant environmental hazards.
  • The job requires normal visual acuity, field of vision, hearing, speaking, color perception, depth perception, and texture perception.
