Job Description The Cutler Institute at the University of Southern Maine is pleased to announce an opening for a full-time Policy Analyst I with our Youth and Community Engagement team.
Since the late 1990s, Youth and Community Engagement (YCE) have been working with individuals and communities to leverage their leadership and build their skills, resources, and capacity. Our nationally recognized initiatives provide opportunities for those who don't typically have a voice in decision-making to be heard, to be valued, and to have their input incorporated. Our approach enables all stakeholders to have a greater understanding of community problems and to apply more effective responses to those problems.
The Policy Analyst I provides assistance in developing, coordinating and implementing youth leadership activities of the Youth and Community Engagement (YCE) Team in conjunction with YCE project staff, community members, and state partners. The Policy Analyst works with the YCE team as well as community partners to help support youth and adults to participate fully in creating the change that works for their community through training, meetings, and facilitated discussions. Activities associated with this position include traveling for statewide groups and events, group facilitation, coordination of in-person and virtual events, providing information for progress reports, and other communication with funding agencies, the project team, and outside collaborators. This position is responsible for engaging youth who have experienced foster care, stakeholders, community members and area providers in project activities, training, and policy initiatives. The Policy Analyst is expected to work independently and may direct components of larger, more complex projects under the direction of the Project Director. This position also entails active involvement in project related work and institute workgroups and committees.
This is a
grant funded position with a starting annual salary up to $46,000. This position will be located on the Portland Campus.

Required Qualifications: - Bachelor's degree and 2-3 years of professional experience in the fields of education, social work, youth development, and/or community organizing. Lived Experience in the foster care system is valued and may meet the years of experience requirement.
- An active social work license in the state of Maine or be eligible for licensure.
- Experience and desire to work directly with young people (14-26)
- Experience with designing and delivering training.
- Excellent communication skills (written and verbal).
- High quality of work with close attention to detail.
- Ability to synthesize discussions and capture detailed notes from meetings.
- Experience and training in working with racially, ethnically, and socioeconomically diverse communities.
- Commitment to professional development and growth opportunities to build the skills required for assigned projects.
- Ability to work on federally funded projects.
- Ability to support multiple projects and responsibilities.
- Ability to work independently and as part of a small team.
- Ability to provide own transportation (fully insured vehicle), provide proof of a valid driver's license, and compliance with Maine law regarding vehicle insurance.
- Ability to drive colleagues, students or others and provide proof of a valid driver's license.
- Ability to work evenings and some weekends outside of regular business hours.
- At times, will be required to physically transport materials and be able to lift up to 50 pounds
Preferred Qualifications: - 2 years removed from actively participating in any Youth Leadership Advisory Team (YLAT) programming.
- Experience working with youth who have been involved in the juvenile justice or child welfare system.
- Prior experience facilitating groups
